Unit has a broken tab in the battery box, a paperclip or any sort of conductive thin strip on this side of the battery compartment will make this unit work.
It has been tested and puts out two volts.
The unit was new but had corrosion in the battery box. (See photo of the bent paperclip inside the battery box, as long as the battery touches the paperclip and the paperclip touches the contact area, the unit will work fine. You may want to update with a thin flat piece of copper strip.
