This is a sign not an actual lure.
If this is original it could predate 1940, however this looks newer to me (Has newer Phillips Screws, probably a collectible from the 1980s?) Use your own judgement as to its age. This sign was probably handmade in low quantity.
The lure itself is 13.5x2.5x1.25 and is mounted flat to the board. It has ribs in the middle of it painted polka dots and tail made of frayed twine. Screws holding lure on are Philips. Hooks are not real. 1.30 LBS and Sign 15.5x12
