Shaft is binding, motor starts to turn fan but binding tight to a stop. If this could be corrected, the motor might be strong enough to work, although hard to determine at this point. Binding is not in the oscillation parts; as manually this can be moved.
Could just simply be magnetic lock (or magnetic binding) caused by a sticky, unlubricated bearing.

POSSIBLE FIX: (This unit does not use a capacitor, so not the issue.)
You can fix this by cleaning and re-oiling the bearings:
1. Flush the Bearings: Before completely disassembling the housing, try using a penetrating oil spray (like Kroil or Liquid Wrench—avoid standard WD-40 as it dries out too fast) directly onto the front and rear of the motor shaft where it enters the motor housing. Spin the blade manually to work it into the sleeve.
2. Apply Heat (The Secret Weapon): If the shaft is frozen by hard varnish, use a handheld hair dryer or heat gun to gently warm the cast metal motor housing. The heat will melt the ancient, hardened oil sludge. If the fan suddenly spins incredibly freely while warm, you have verified the oil sludge is your culprit.
3. Deep Clean and Re-Oil: To fix it permanently, you will want to remove the motor cover plates to access the internal felt oil reservoirs. Clean the steel shaft and brass bushings with isopropyl alcohol to remove the brown crust. Soak the felt oil wicks with a high-quality SAE 20 non-detergent electric motor oil (such as Zoom-Spout or 3-IN-ONE Motor Oil in the blue can).
Once the old varnish is cleared out and the sleeve bearing is floated in fresh oil, the magnetic field will keep the rotor perfectly centered, and your Vortalex should run smoothly across all three speeds again.
Safely open the motor housing on this 16-inch GE model without damaging the ancient, fragile cloth stator wires inside.
